Many drug and alcohol services in London are working with training and employment support services to create positive pathways to employment for their service users. However, to date this work has not been significantly highlighted or promoted within London. With funding from Trust for London, LDAN launched an employment project in 2009 to start building an evidence base on what works in employment for people with drug and alcohol problems, and influence pan-London and national policy in this area. The first phase ran for two years.  

 

The second phase of the project, funded from 2011 to 2013, is now focussing directly on engaging and influencing London employers and educational establishments. The pan-London employment expert group draws from the business, public and charity sectors, service user representatives, and key service providers, and includes Job Centre Plus, the National Treatment Agency for Substance Misuse, BeOnsite, Inclusion, St Mungos, the London Drug and Alcohol Forum, and A4E. The project will look to open up opportunities for the client group, and provide guidance and support to drug workers and service users through targeted events and information resources.

The Work Programme

The Work Programme is one of the “Get Britain Working” measures and is the centrepiece of the Department for Work and Pensions’ support to the long-term unemployed and to disadvantaged groups. The National Treatment Agency is working with all six London prime contractors to develop a protocol to improve communication and referrals in both directions. LDAN Pathways to Employment - employment and welfare reform event

Part of the Trust for London funded LDAN Pathways to Employment project, this event was focussed on key elements of welfare reform, partnership working with Jobcentre Plus and self-employment as an option. After the chair, Dr Marcus Roberts, opened the event, Jacqueline Clayton from the Department for Work and Pensions provided an overview of the policy context and Gareth Evans from The Small Business Consultancy introduced the e=mc2 self-employment support offer. After a short break, Prathiba Ramsingh from Jobcentre Plus and her colleague Chris Hobrough led a practically-focussed session looking at the expectations that drug and / or alcohol treatment providers can have of JCP. Paul Anders from LDAN/DrugScope then introduced the recent report Pathways to Employment 2014, which contains the findings of several strands of LDAN/DrugScope activities in London. Natasha Warne from Public Health England was the final speaker, outlining PHE’s priorities and activities. The event concluded with an expert panel chaired by Marcus Roberts and comprised of Gareth Evans, Prathiba Ramsingh and Paul Anders, joined by Paul Anderson from Homeless Link and Jeff Mitchell of Clean Slate Training and Employment, a social enterprise that creates job opportunities for the long term unemployed.

Latest event: LDAN Routes to Employment good practice event, 3rd May 2013

Chaired by Martin Barnes, Chief Executive of DrugScope, the event included speakers from the voluntary and social enterprise sectors, as well as Work Programme providers and the Department for Work and Pensions. Rachel Radice from DWP discussed welfare reform, the Jobcentre Plus offer and the Work Programme drug and alcohol pilots; Amber Shotton from A4e discussed good practice in joint-working with the Work Programme; Jeff Mitchell from Clean Slate Training and Employment spoke about recruiting from strengths, and Tim Sampey from Build on Belief looked at some common employer preconceptions about people recovering from drug or alcohol dependency. To conclude the day, Martin Barnes chaired an expert panel comprised of Rachel Radice, Joanne Pink from Reed in Partnership, Jez Stannard from Public Health England, Kyriacos Colocassis from CNWL NHS Trust and Paul Anders from LDAN / DrugScope. Referral: Clients must be homeless or at risk of homelessness due to insecure housing arrangements, criminal convictions, leaving care or a number of other factors. They must also be:

  • aged 18 or over
  • eligible to work in the UK
  • able to demonstrate basic communication skills – reading and writing in English
  • risk-assessed if they have an unspent conviction

In London we work with businesses to support some of the most disadvantaged groups in our local community in gaining and sustaining work.
We do this through Ready for Work, Business in the Community's flagship national programme that engages businesses to support disadvantaged groups, particularly people who have experienced homelessness, into employment. Businesses like Carillion, Barclays and Freshfields Bruckhaus Derringer support the programme. We ask businesses to join our existing network of 150 supporting organisations to provide training, work placements and volunteers to act as job coaches and buddies.

CityLit offers many day/ night/ weekend courses such as NVQ Level2 in social care, and helps people with addiction or other social problems move into employment. Adults who want to find paid work often have to overcome a multitude of barriers, from low levels of work experience, convictions and substance misuse problems, to employer discrimination. CityLit provides specialist support and training that can give them the confidence, skills and connections to take a first step into employment.

The NEXT Project offers 12 week/24 full day session self- development training course that provides personalised, specialist training helping drug/alcohol clients into employment, training and education. Course has OCN qualification included in cost. Further supported by 6 x 1:1 sessions during the course and provision of a 6 month voluntary placement that is further supported through regular group supervision.

We run a personal development and training centre for people in recovery from drug and alcohol addiction. The New Hanbury Project (NHP) helps students take on life-changing training to support their long-term recovery and help them find a positive role in society. The main emphasis is to support our clients to gain skills, qualifications, paid and voluntary work. We work in hostel grounds, public parks and on our own allotment, developing gardening skills, growing organic vegetables and carrying out hard landscaping and building projects. We have many types of garden, so everyone can take part and find something enjoyable to do - whatever their abilities or physical difficulties. We provide lunch and travel expenses.

  • Vocational services designed to help people develop the skills they need to find a particular job

Referral: Those accessing the Recovery Centre, WDP Barnet's ETE services, must be clients of the service. Once engaged in treatment, service users can be referred to ETE via their Recovery Practitioner.

We have a dedicated Employability and Skills Coach who works full time within the service with the support of volunteers. ETE clients are helped to develop an Individual Action Plan that identifies their education, training and work-related goals - these goals are then pursued either in one-to-one appointments, groups, or a combination of both.
Specific interventions we offer are:

  • Job search and help with job applications, one-to-one and small groups
  • Workshops on support with CV’s, mock interviews and disclosure of a criminal record
  • CSCS practice test (Construction Industry Training Board Operatives Card)
  • Dyslexia Action’s ‘Units of Sound’ software to improve literacy

  • GOALS UK, a motivational programme

The ES provides an employment support service based on the seven principles of the Individual Placement and Support Model (IPS). The IPS model is based on the best available evidence about what works to support people recovering from addiction into work.

  • People using services decide when they are ready to start the job search process. Anyone who is interested is eligible for support
  • The ES is fully integrated into the clinical team so that there can be a team approach to supporting people who use services to achieve their employment goals
  • Competitive employment is the primary goal – individuals are not asked to take part in lengthy pre-vocational training or sheltered work
  • Job search begins quickly after a person engages with the ES. (Supporting people to develop work skills on the job is more effective than preparation in a sheltered environment)

RISE has a number of opportunities for people hoping to progress into work through training, volunteering, and work placements. This is an ideal way for people who have had little work experience to find long term employment in fields such as health and social care, construction, IT, Security, administration, fashion, beauty and much more.
RISE also acts as a gateway into the Haringey Guarantee Scheme which has been set up by the council to assist the long-term unemployed back into work offering work placements, interviews, and employment in a number of industries. The team offer individual key work support to help a person gain personal and professional confidence in order to achieve their employment & training goals. In addition those within the program can access basic IT training, employment training workshops, peer support group, and a structured relapse prevention group.

Also organise in-house training with external service providers and establish links with different services providing ETE. We run IT skills group, photography courses and a 'Back to Work' workshop every week and there are often opportunities for courses such as employability, substance awareness and health & social care run in service.

Referral: Any NWDAS service user – North Westminster – north of Oxford St.

NWDAS ETE Team consists of an ‘Employability and Skills Coach’, an IT Trainer and management. Within the ETE service clients are supported to develop an Individual Learning Plan that identifies their ETE related goals. These goals are then worked towards within either 1-1 appointments, groups or a combination of both.
Specific interventions on offer are:
- City and Guilds Employability and Personal Development Award (accredited course)
-Dyslexia Action ‘Units of Sound’ which is reading writing and spelling software to support Service Users with their literacy needs
-Job Club
-JCP Satellite
-Internal non-accredited course consisting on workshops to develop CV’s, mock interviews, criminal conviction disclosure letter, applications etc.
-CSCS training and practice tests
-ITQ Qualifications (QCF Level 1 and 2)
-Internet Café
-Numerous pathways into opportunities such as volunteering, business start-ups, peer mentoring, GOALS UK external courses and more

Referral: Any referral, for those 18+ living in South Westminster – south of Oxford St.

Provides support into education, training or employment (ETE) opportunities. The SWDAS ETE provision is available to SWDAS clients and comprises: assessment of needs by in house ETE specialist; person-centred ETE care planning; IT skills groups; 12-week ETE group work programme covering areas such as confidence-building, assertiveness, and budgeting; signposting and referrals to community ETE provisions; supported volunteering opportunities with external organisations. SWDAS also provides accredited peer mentor training followed by peer mentor placements within SWDAS and volunteering opportunities within SWDAS.
